The First Nations Leadership Council (FNLC) will be hosting a virtual emergency All Chiefs Meeting in follow up to the meeting between Premier Eby and BC Chiefs last week where he proposed amendments that include a three-year suspension of DRIPA obligations.

BACKGROUND

On January 30, 2026 the Province provided a draft discussion paper to the FNLC on proposed options for amendments to the Declaration Act and the Interpretation Act. On January 29, 2026, the Province sent notification letters to all BC First Nations notifying of the proposed amendments. On March 23, 2026, First Nations received correspondence from the Province providing a copy of the Consultation Draft of amendments to the Declaration Act and Interpretation Act, conditional on having a signed NDA. The Province hosted a political discussion for First Nations leadership on Thursday April 2nd where Premier David Eby proposed the concept of DRIPA amendments that would include a three-year suspension on DRIPA obligations. Later on April 2nd, the Attorney General sent out a letter to First Nations who have signed the NDA with a suspension proposal. This was followed by a letter to all First Nations to sign an NDA if they have not yet, if they want to see the suspension proposal.

MEETING OBJECTIVE

To discuss the Province’s latest proposal for DRIPA amendments and provide space to discuss and determine a pathway forward. This meeting will not require First Nations to have signed an NDA.
