(Lheidli T’enneh Territory, Prince George, BC) The BC Assembly of First Nations (BCAFN) is mourning the passing of respected leader John Joseph Horgan today after a long battle with cancer. As the former Premier of British Columbia, Horgan's actions and decisions affected the lives of many, including First Nations communities whose rights and lands are recently intertwined with the province's history and governance.

 

Throughout his political career, Horgan was tasked with navigating the complex relationship between the provincial government and First Nations in British Columbia. As he traversed his varied political career pathways, he experienced pivotal discussions about resource management and environmental stewardship—issues that resonate deeply with First Nations values and traditions. Horgan's commitments to environmental protection were met with both support and criticism. While he faced challenges in balancing development with First Nations rights, his role in maintaining dialogue was crucial.

 

John Horgan made significant strides in addressing the historical injustices faced by First Nations. He played a crucial role in introducing Bill 41: Declaration on the Rights of Indigenous Peoples Act, legislation aimed at adopting the UN Declaration on the Rights of Indigenous Peoples (UNDRIP) in British Columbia, making the province a trailblazer on the world stage in this significant endeavour. Under his leadership, the government committed to aligning its laws and policies with the principles outlined in UNDRIP, emphasizing the importance of achieving greater economic justice and fairness for First Nations communities. Horgan recognized that true reconciliation requires ending the historical status quo, marked by discrimination and conflict, which had too long marginalized First Nations voices and rights. He reiterated that Indigenous rights are human rights and stressed the need for a shared decision-making process in resource development, fostering a collaborative approach between the province, First Nations, and industry stakeholders. This legislative effort not only seeks to rectify past injustices but also lays the groundwork for a future anchored in mutual respect and partnership, reflecting a collective commitment to improving the standard of living for First Nations across British Columbia.

 

His legacy will be remembered not just for his collaborative policies but also for propelling British Columbians on an ongoing journey toward equality and justice. The impact of his leadership will be assessed through the lens of how First Nations communities felt represented and prioritized under his governance.
